Signal infrastructure

Reframes signal spotting from an activity to a permanent capability. The word 'infrastructure' signals long-term investment. The question is whether the bilateral programme builds signal infrastructure (permanent capacity within National Societies) or conducts signal spotting (a time-limited activity). The former is transformative; the latter is a project.

Not a standard, widely defined term yet; people use it to mean the systems that carry and organise signals so they can guide decisions at scale.
