Our Take
Emerging language that is provocative and future facing; currently very insider even among governance specialists. Worth introducing as an aspiration, not an established term. Signals that the nation-state model is insufficient for governing planetary commons. A network of 191 National Societies is already a kind of planetary civic infrastructure, even if it has never been described that way. Youth capacity to think and act across borders is planetary civics in embryo.
Ideological Framing
Assumes that current governance structures are inadequate, which is contested by those who believe reform within existing institutions is sufficient.
