Our Take
Donella Meadows' famous concept. Widely cited in systems change work. The hierarchy runs from the easiest to change (subsidies, taxes) to the hardest (the mindset or paradigm out of which the system arises). The finding that 'bouncing back' as a framing dismisses transformation is a leverage point argument: changing the paradigm of resilience is higher-leverage than changing any individual programme.
