Implementation gap

The distance between what institutions have committed to and what is actually happening.

Details

Our Take
Accessible and immediately understood. It has become catastrophically wider with recent US policy reversals. Applies at every level: global commitments to the Sendai Framework, national commitments to adaptation, organisational commitments to anticipatory practice. The organisational archetype of 'Intent without Infrastructure' names this dynamic precisely -- the commitment exists but the structural support does not.
Examples of Use
Climate-KIC, climate policy, Paris Agreement
Synonyms/Variants
