Accessible and immediately understood. It has become catastrophically wider with recent US policy reversals. Applies at every level: global commitments to the Sendai Framework, national commitments to adaptation, organisational commitments to anticipatory practice. The organisational archetype of 'Intent without Infrastructure' names this dynamic precisely -- the commitment exists but the structural support does not.
