Our Take
Innovative IFRC mechanism that demonstrates anticipatory action in practice. The innovation is the pre-agreement: trigger levels, response plans, and funding are all set up before the crisis, so when the forecast hits the threshold, money moves without waiting for approval. Proof of concept that the IFRC already has infrastructure for acting ahead of events. The challenge is extending that logic from weather to polycrisis.
