Slightly tecnical but tractable, the 'where' of risk. Part of the standard risk trinity (hazard, exposure, vulnerability). The political question underneath: exposure is not random. Who lives on the floodplain, in the informal settlement, in the heat island - and why - is a question about power, planning, and historical exclusion
