Our Take
Often obscures more than it clarifies. A classification that can flatten wildly different situations into a single bureaucratic category. Better to name the drivers (war, repression, state failure) than hide them behind a technical term. Worth asking whether the label helps responders or helps headquarters.
Examples of Use
IASC, OCHA, NGOs
Synonyms/Variants
Protracted crisis, Multi-dimensional crisis
Typical everyday wording
A crisis involving conflict, state collapse, and mass displacement
